Edinburgh Empire Palace Theatre Fire
Long before the Regulatory Reform (Fire Safety) Order 2005, it had been a strong recommendation that a building should be evacuated in 2 ½ minutes in the event of a fire. This recommendation came about as a result of the Empire Palace Theatre fire. 3,000 attendees escaped however 11 backstage died.
